He said: "The club have been working quietly behind the scenes and are making a bit of progress on sites in the city, and they are putting together the financial jigsaw needed to complete the move. “They [investors] worry about Everton being what from the outside world would appear as the number two club in the city, and then they look at the ground and see that will need new investments. “So all those things together – the fact that it's hard anyway and the fact that there are some special challenges with Everton – make it more difficult.
